What is CRS as per BIS?

CRS i.e. Compulsory Registration Scheme is a scheme and policy of the Bureau of Indian Standards (BIS). This scheme was introduced in 2012 by Ministry of Electronics and Information Technology and BIS.

The scheme originally covered 15 products in 2012 but at present it covers more than 50 products.
According to this scheme all the people who are manufacturing, storing, selling, importing or distributing the goods listed under this scheme are required to apply for the BIS certification. Manufactures need to get their product tested from BIS recognised labs for applying for the certification. Once BIS registers the manufacturers, he is allowed to use the standard mark for their products in conformation with the Indian Standards.

Eligibility for Application/ Basis of Registration

  •       Any third party manufactures, either located in India or Foreign location.
  •       Separate registration number is provided for separate products.
  •       Each brand gets separate registration, even if it is manufactured at the same location.

Validity

The Standard Mark for product and packaging, under CRS is valid for two years from the date of grant of Certificate. It may be renewed after the expiry of registration, if there is no change in the product and its specifications.

List of Products under CRS

  1. Amplifiers with input power 2000W and above
  2. Electronic Clocks
  3. Electronic Games
  4. Laptop/Notebook/Tablet
  5. Microwave Oven
  6. Printers and Plotters
  7. Plasma/ LCD/ LED televisions of 32” and above
  8. Scanners
  9. Set Top Box
  10. Telephone Answering Machine etc.

The CRS is further divided in two classifications:

  • Scheme I(ISI Mark Scheme)
It includes about 107 products like cement, circuit breakers, electric iron, electric heaters, packaged drinking water, infant milk substitute etc. the manufacturers of these products need ISI certification before launching them into the market. The process of ISI certification is just like that of the BIS registration i.e. samples are sent for testing. On approval, BIS officers inspect the factory premises and on full satisfaction the ISI certification is done.
  • Scheme II(Registration Scheme)
It consists of about 50 products majorly including electronic items, information technology equipment, solar photovoltaic, secondary cells, batteries for photovoltaic etc. This scheme was brought in 2012 by Department of Electronics and Information Technology and BIS. It is now regulated by the Ministry of Electronics and Information Technology and the Bureau of Indian Standard.

Process of Getting a BIS Registration

üCheck if your product falls under the scheme.
üSubmit your product sample for testing at BIS recognised labs.
üAt the time of submission, the test report should not be older than 90 days.
üForeign applicants have to appoint an Authorized Indian Representative, in case he does not have any Liaison office or Branch Office.

üSubmit an Affidavit cum Undertaking as per the guidelines of BIS.
So, if you manufacture the products listed under the CRS Scheme then get your BIS Certification as soon as possible for conforming your product to Indian Standards.

Under this Act, the delivery mechanisms of the energy efficiency services are institutionalized and provide for more coordination among the various entities of the country such as government, consumers, manufacturers, etc. The main goal of this setup is to develop policies and strategies for reduced and efficient energy consumption in the economy, focusing on self-regulation and market policies, and working within the framework of the said Act.

Promoting energy-efficient alternatives and policies for reduced and efficient energy consumption is the primary objective of BEE.

The BEE has numerous regulatory and promotional functions. The main function of the BEE is to provide the end consumers with all the important information so that they can make an informed and sustainable choice. It makes the consumers aware of the energy conservation methods and how it helps in cost savings.

To achieve this, they set up the standard and labelling program. Under this, they specify the standard level of energy efficiency to be maintained by the specified product and label the same on the products showing the actual energy and the cost savings.

The government made it mandatory for certain products and companies to be BEE-certified. The companies need to put a “BEE-certified” label on their certain specified products. BUREAU OF ENERGY EFFICIENCY (BEE) RATING CERTIFICATE


The BEE rating certificate is issued by the bureau when the said products of the company have undergone the testing procedure and comply with all the guidelines and standards that are set by the bureau. The rating is done on the scale of 1 to 8, with 8 being the lowest and 1 being the highest rating achievable. The more the compliance, the higher would be the rating. A company needs to get this rating renewed annually since the validity of a BEE certificate lasts only for a year.
